Unfortunately my search attempt on COTI did not return a result, of course I tried the author's name as shown in the document. Of course most of my searches return to much information so a no result is kind of refreshing.

Thank you for taking the time to dig through the net to come up with a location for the supplement. After sending off my request for help my search found a copy on scrib but not on COTI.


Now the question is did the author finish and publish the other two parts.

After being directed to DriveThruRPG and purchasing a copy of JTAS 14 I rediscovered a supplement titled “Vehicles: Design and Operation” by  Joe Mauloni formatted like the original LBBs.
 
I don’t recall where I got this book from nor did looking through my The Traveller Bibliography 3rd edition PDF and the soft cover of The Traveller Periodical Bibliography by Timothy Collinson help jog my memory.
 
On the introduction page the author indicates that there are to be two additional parts. Part 2 covers specialized military operations and Part 3 will cover large vehicles and aircraft.
 
Does anyone know where to find all three parts?
