We do use an allocation formula, but it is for the entire budget, not just
periodicals.  It takes into account the total student credit hours, FTE
faculty, use (books, periodicals, audiovisuals, and electronic media), and
average prices (books, av, periodicals).  We've been using it since the
mid-80's with very little complaints.  Our faculty like it much better
than using a formula based on use only, or when the administration decides
who gets what amount.
