JIR is a print journal but you can see their website at: http://www.jir.com
A similar publication is the Annals of improbable Research, see website at
http://www.improbable.com
There's an offshoot called mini-AIR published online and available at
http://bubl.ac.uk/journals/lis/ka/mini-air that has some amusing postings.
