I also would assume that AACR2 21.2A1a has been stretched to apply here.
I say "stretched" because none of the cases I see quite applies to this
case. There is no change in orthography, nor is this a case in change
in representation (which means "&" vs. "and" or acronyms vs. spelled-out
forms). There has been a change of words, but the words are pretty much
synonymous, and are very close in spelling. I rather like the solution,
although I think it just "squeaks by" the rules, at best.
