Can someone from a Conser library help with this title?

There are two records in OCLC #31793408 and #19079176.   I believe
these records need to be merged with fields in #19079176 which are
not included in #31793408.

The latter is based on issue No. 29 (Oct. 1994).

I have a fairly complete run and there is no title change.

The older record does not have a uniform title, the more recent
record does.  In all other respects, the description is the same.

There is another publication by the name of Legal Research Digest
published by the Transit Research Cooperative Program.  I would like
to have a record with the uniform title for the NCHRP publication
because we own both titles, but the record with the uniform title
does not describe the full run.

Any help would be greatly appreciated.
