Is a significant change in a sub-title a title change?

I have looked up title change in AACRII, and the Serials cataloging
handbook.  I could not find a satisfying answer to my direct question.

The problem is with  At Work, in OCLC/WLN the record is At Work : stories
of tomorrow's workplace.

The new title is:  At Work : creating a more enlightened world  of
business & work.

Is this a significant enough change to warrant a title change and the need
for a new record?

This might seem and may be a stupid question, but I was raised that the
only stupid question is the question you never asked.
