Emory University's Health Science Library has a simple convenient shelf
arrangement that I imagine many libraries have. It does not use the
shelves as displays, as they are in convenience stores however.  As many
back bound vols as possible stay on the shelf (possibly 5 years, if it
is one vol a year) and then current issues stand upright next to them in
nicely labeled closed sided unbound journal holders. (The ones without
backs ...the old Princeton files, are a pain).

When I go there as a patron I really enjoy using the system.
