I've started to put together a resource for Electronic Journals at:

http://library.usask.ca/etexts/ej/

I'm particularly interested in seeing how other libraries are handling
e-journal listings, particularly through a database separate from the
OPAC. If you have such a database and want to be listed in my resource,
please send me the URL.
