The summer 1998 version of Ulrich's says PHYLON has resumed in 1998 as a
quarterly with a cost of $40 to institutions.  They list Wilbur Watson
as Editor and the following address:

        Atlanta University
        223 James P. Brawley Dr., SW
        Atlanta, GA  30314               Phone: 404-681-0251

I'm glad you called our attention to this title as we have carried it
also and had only the code "Publication suspended"  as an explanation
for its disappearance.
