We subscribe to Town & Country Planning through Blackwell's.  This
information comes from them:

"No issue published in August. There was no Dec 1997 issue, and issue 1
 of 1998 covers Jan and Feb. To compensate there will be an issue in August
and
 a double issue some time in 1998."
