How's this for a terrible frequency statement?

"Welcome to volume 1, no. 1 of ... . we're looking at publishing
quarterly in March, July and November[yes, that's quarterly, 3 times a
year!]. Because 1998 will be an election year, we might adjust that
schedule to Feb., June and Oct. Or maybe to a schedule that's bimonthly".
