This stuff about prepositions reminds me of the famous quote by Winston
Churchill, when asked why he always ends his sentences with a preposition,
replied, "This is the kind of nonsense up with I won't put."

Seriously, however, the LCRI (LC Rule Interpretations) do discuss when
something is a legitimate title change.

Also, from the CONSER CATALOGING MANUAL (Thanks to Jean Hirons):
Module 16, page 10, 16.2.3:

What is not a title change.
In general, a title is not considered to have changed if minor words are
added, changed, or deleted, or the change involves the representation of a
word or words.  When the change affects access within the first 5 words
(or 6 when there is an intial article), the varying title is explicitly
stated in a 500 note (e.g. Some issues have title: ...) and an added entry
is made (246).  If the change is minor and does not affect access, a note
suffices (e.g., 500  Title varies slightly.).

Following are situations that do not constitute a title change ...

2. An article, preposition, or conjunction is added, deleted, or changed
anywhere in the title. (Give an added entry if the change occurs in the
first five words ...

I think that is what is going on with Polk directories.  The edition
statement is NOT a part of the title, in my opinion.  "Of the" and "for"
should be considered minor title variations and should be handled with 246
added entries and a 500 note.

 I think the only way to make the variant title sound correctly is to use
a little cataloger's judgement for what sounds best:

e.g.:
     245 00 Polk City directory ... Town, State.
     246 10 Edition of the Polk City directory for Town, State
     246 10 Polk City directory for Town, State

     500 Some issues have title: ... Edition of the Polk City directory
         for Town, State.

Please note:  I would include the ellipses as indicated above in the
entries.

Subject: polk directories

I have a question for all of you that receive and catalog
Polk directories.  The 1996 issue looked like this:

Polk city directory <1996> Town, State

the 1997 issue looks like this:

1997 edition of the Polk City directory for Town, State

I would like to make this a 246 rather than a title change
because "Polk city directory for Town, State" is practically
the title for the previous issue.  However, I am left with the
prepositional phrase "of the" dangling out there at the
beginning of my title.  Has anyone already thought
up a solution for this?  I would like to explain it in a note
but haven't come up with anything brilliant yet.
