Re Mitch's idea, the CONSER AACR Review Task Force spent some time a year
or so ago looking at what should and should not require a successive entry
record.  I worked with a subgroup looking at corporate entry and uniform
titles. My feeling then and now was that if the work does not qualify for
coprorate entry according to the rule, then the fact that it is qualified
by corporate body should not necessitate a new entry because it does not
necessarily indicate that it is a new work.  We will keep this idea in
mind as we review the papers for the JSC conference and work on the follow
through afterwards.

By the way, LC's Serial Record Division has suggested that like series
authorities, we be able to give a qualified 246 in bib records when the
place qualifier changes.  The next step would then be to be able to give a
qualified 246 with a corporate body qualifier.

Let's hope for that some great minds give us some rationale solutions to
all of this!
