As far as I know, if an issuing body changes, this does not warrant a new
record for a title change.  However, LC has posted on its website the
draft revision of LCRI 25.5B at:

In the section titled "Serials (Including Numbered Monographic
Series)/Unnumbered Monographic Series Entered Under Title), Part 4.
Change in qualifer. b. Body used as qualifier, the text reads: "If the
name of the body changes or the body is no longer involved with the
serial/series, create a new record using the new name of the body or the
name of the new body as the qualifier."

Is this proposal what prompted your query?  Thus far, the changes are in
the draft stage and LC is looking for reaction and input from the library
community.
