replacement issues procedures

I'm at intern at the Portland State University Library investigating
procedures for ordering replacement issues. I would appreciate
advice and input from other libraries. Do you have a set procedure
for this task? Do you have a priority list when it comes to ordering
form the various backset dealers or serials vendors? How have you
set up your ordering? And how do you alert other staff members as to
whether an issue has been ordered and is on its way? Anything else??
This is all new to me and I'd appreciate any and all input. Please
