This is my first time to ask a question.

We received what appears to be a special issue from Congressional
Quarterly Weekly Report.  It has 'Spring 1997' at the bottom.  Can anyone
tell me if this is supplement to the weekly report, a special issue,
something that stands alone?  I tried calling direct but I was on hold
for a very long time.

I am very new to Serials and Tech Services,  so I hope the question
makes sense.  Thanks in advance for any responses!
