     In our library, when volume numbering becomes very "peculiar" we note it
     and bind by year instead.

I've (blessedly) forgotten the name of the journal, but we dealt with this
same sort of thing a while back, when a periodical decided it wanted to
bring it's volume numbers in line with its anniversary--eg, print vol. 50
in its 50th year of publication.  This, of course, was decided after it had
already passed the number in question.  Librarian fun ;)

We assigned letters to the affected volumes, so we had, for example:
    vol. 47 -1992
    vol. 48 A -1993
    vol. 49 A -1994
    vol. 48 B -1995
    vol. 49 B -1996
    vol. 50 -1997
