We commerically bind only complete volumes.  But we do an in-house
binding of incomplete volumes.  This entails using a drill press to drill
holes through the issues close to the spine.  Then using heavy cord through
the holes to keep them together.  We also use heavy cardboard stock as
covers which are also attached with the cord.  This makes it possible to
keep the issues together and they will stand up on the shelf just like
a real bound volume.  The "cover" of the in-house binding notes the vol.
numbers and dates of the issues contained or may note the span and what
is missing according to what makes the most sense.   On our system
we show only those issues we have and there is a gap if an issue is
missing.

Now that we have access to more titles in electronic format we are less
likely to pay out big bucks to secure missing issues if we can provide
access to the same text electronically.
