I find by tracing back via OCLC and our local catalog that at one time a
second record existed for the printed form of On the horizon; it has now
been merged into the present CONSER record (as shown by the 019 field).
Since we used that record, and it had the uniform title that you cite, it
may have at some point before it was merged been judged to be a different
title, and thus acquired a new ISSN/ key title. The present CONSER
record does not have a uniform title, and the key title-ISSN is On the
horizon, ISSN 1074-8121. Hope this helps.
