Whenever discussion of dealing with the US Postal Service comes up, I am
reminded of a tale told by our now-ex-mailroom manager.  He spent 3
full days in a seminar covering every last detail of how to pack, address,
and apply proper postage and labeling to pieces of mail.  At the tail end
of the third day, the teacher said:

"All that said, in the end, postal regulations end up being determined by
the person you are dealing with."

...meaning there's the printed rules, then there's the rules your postal
carrier, or the person behind the counter carries in their head, and they
may not agree.  (Accckkk!) ;-)
