Hi Debbie:

We here at the Federal Court of Canada, insert the issue with a date
code reflecting the month of reciept, or the date of receipt and a volume
issue description as "Special Issue".  The date of receipt tells us the
difference between multiple special issues received in a year.  We use
Sydney Plus, so we have this kind of option available to us.

Serialst,
We too have noticed the same thing.  I have checked on OCLC and found
no record for the Special Issue.  Not sure what we will do, but was
thinking about checking in the issues as a supplement with an assigned
number.  I also was thinking about calling the publisher but didn't.
