Dear serials list members,

It's a long story, but I have been asked to catalog certain
issues of periodicals as monographs. These would be isolated
issues, duplicate copies of periodicals of which we have longer
runs. The inconsistency of this makes me very uneasy.  I assume
such records would not be acceptable to OCLC or RLIN and would
have to be local records only.  Is there any precedent for this?
Has anybody out there done this, and what are the implications?
