Subject: Serials compter files

HI Serialists! Help me trace an article I read and noted down as good one
for serials cataloging under format integration. I noted down a few points
from the article but not the citation. I have part of the title as "Serial
computer files under format integration" and noted down that the authors
oppose diffrentiating among digitized serials created through optical-
character recognition, image scanning, word processing files used to
create print version and manual keying in of articles. .... All textual
computer files serials should be coded as serials with computer file
characteristics. .....Since CONSER's policy has been to use the serials
work form for computer file serials, the work load for implementation of
format integration phase 2 will be much less..... The authors conclude the
paper with the hope that CONSER will reconsider the plan to designate
serial computer files as primary type computer files... I am just not
remembering whether it is communication from OCLC or a paper presented in
any workshop or a periodical article. With the hope that if not some other
reader, the authors, who must be serialists will answer my prayers for
help with citation. I am sending this message to SERIALST as a last resort
