We receive: Clement's encyclopedia of world governments

This year or rather 1995, Clement's added Cities around the world and
United States relations with china. These are dividers in a notebook to
include the Int'l report and the quarterly supplements to the encyclopedia.
A different OCLC record for this setup:

on the independent countries of the world/OCLC#34639291
Questions: Are these all concurrent publications?(787s)
Is the Int'l report being superseded by the independent countries?
Is the seven part reference service a new title all together?
or some other permutation??
