Subject: title change?

Hi all,

I have a question about something I ran across today.  There is a serial
with the title: From nine to five      It has since started calling itself:
>From 9 to 5

I looked in the CONSER cataloging manual but was still unsure.  According to
section 16.2.2, the following WOULD be a title change "A word (other than an
article, preposition, or cojunction) is added, changed, or dropped within
the first five words of the title."    According to section 16.2.3, the
following would NOT be a title change "The only change is in the
representation of a word or words."  The example is "Fishery report"
changing to "Fisheries report"

I'm of the opinion that substituting numbers for words would be in line with
the fisheries example.  What do you all think?
