Vinita -- It wouldn't be considered a title change if the title proper
hasn't changed.  Changes in parallel titles are not considered title
changes.  So if the Japanese title *is* the title proper (an assumption
that I'm making until I see the piece), then you would note changed
English title in a 246.  I haven't yet seen the piece or current records,
but our Fisheries Library has sent us the same title change.  If all goes
well, the OCLC records should be corrected sometime this week.
