I disagree, for what it's worth. It seems to me that the award is for
those organizations that don't understand the principle of a steady title.
This organization pointed out its own error and tried to make amends--too
late--by reverting to the former title. We seem to want to take
advantage.
If organizations can mess up their numbering accidentally, they are
perfectly capable of altering their titles, since they are not thinking of
them as unique identifiers. Any demonstration of understanding should be
rewarded, not punished, in my opinion. Party-pooper me!
