Subject: Title change or different titles?

I have been asked about a government publication which is causing
problems for us:

OCLC# 7211598
issn# 0732-9792
SuDoc# TD 8.27
Title: Fatal accident reporting system (Washington, D.C. : 1979)

APPEARS to be the same as a newer title with the same SuDoc number:

TITLE: Traffic safety facts
OCLC# 29747426
LCCN: 94-646285
(NO ISSN)

The fact that both of these titles have the same SuDoc number makes us
think that this was a title change, but neither of the OCLC records link
to the other.

Can anyone (who also has these titles) verify if this is real title
change or just two separate titles that have the same SuDoc number (in
