We have used this program for the last two years at the University of
Wyoming, and plan to use it again this year.  We like it because we know
that once we've paid for a periodical, we will not have any added charges
for that title.  Since our subject bibliographers and faculty liaisons
are now responsible for watching their assigned periodical budgets, the
fewer titles we have with uncertain prices, the better.  Departments with
a lot of standing orders and continuations still have to contend with
"surprise" charges, but we've had lots of positive feedback about the
periodical prices being set in stone.  The only thing I would change
about the current situation would be to eliminate "bill laters."  (We
still receive invoices for these items, apart from our large subscription
renewal invoice.)  If there were some way to guarantee the prices for ALL
our EBSCO subscriptions, this program would be perfect.
