The best source of information I have found for new journals available
electronically is New Jour: Electronic Journals and Newsletters, listowners
Ann Okerson (Yale University) and James O'Donnell (UPenn).
The URL is: http://gort.ucsd.edu/newjour/
There is an alphabetical list of journals and in most cases, a link to the
journal itself (where you could possibly find pricing information).  Some of
your STM journals may also be found on MEDWEB, a list compiled by the Health
Sciences Center Library at Emory University. The URL is:
http://www.cc.emory.edu/WHSCL/medweb.ejs.html.

In my (brief) experience so far, various online versions of journals have
been offered free on a temporary trial basis, but it looks like most (at
least in the STM area) will require payment eventually.
