Generally, I follow the CONSER cataloging manual's policy on
fluctuating titles when I am cataloging something that was not
previously cataloged, or not previously CONSERed. If separate records
have been made already for a serial I am cataloging that has reverted
back to a former title, I generally do not go back and undo what has
been done. This would result in defeating the purpose of the CCM's
policy: it would create more work rather than lessen it.
