Claiming late issues: hints for a manual system?

Our serials receipt is not yet automated, and we subscribe to over
1000 journal titles. The serials assistant checks the cardex files
each month for items we should claim for, but often we find we should
have claimed sooner, or have failed to be alerted quickly enough that
an issue hasn't arrived. We can't dedicate the serials assistant to
checking the cardex more frequently because of all the other jobs he
is doing. Until we become automated has anyone got any handy hints on
the quickest way to be alerted to claims in a manual system.?
