I believe it *is* generally done, we did it at Chicago Public Library
when I worked there.  In regard to copyright compliance, hey, you
*bought* the publication, they *have* received their money!  Making a
photocopy to replace pages removed from something you legitimately own is
*not* a violation of copyright.

Hi Donna

We do this all the time, tip missing pages in.  But if the issues aren't
bound yet, I often can find one on duplicate exchange
(backserv@sun.readmore.com) & (backmed.sun.readmore.com).  Or I try Ebsco's
missing copy bank or request a replacement copy from the publisher through
Ebsco. It's surprising the ones who will send one along.

Donna,
        Yes, we really do replace missing pages with interlibrary loan
articles that are then tipped in.  I honestly don't know about the
copyright issue but the librarian in charge of interlibrary loan is also
our copyright 'person' and she is always very sensitive to such things.
