A record for _Network_, ISSN 1170-7992, can be found in the ISDS Register
which is available on fiche (only through 1996) and as a CD-ROM entitled
_ISSN Compact_.  According to the ISSN record, the title began in 1991 and
is quarterly.  I also suggest that lack of start date and frequency
information should not, of itself, be a reason not to create an original
record for a serial, if you are sure that it is, indeed, a serial.
Although these elements are useful identifying information, the serial's
title, issuing body, and place or country of publication, all taken
together as they would be present in this record would probably be
sufficient to identify this serial.
