Assuming that you are doing this at Level 3, the holdings statement would be:
     v.1(1946)-v.20(1966);2nd ser.:v.1(1967)-
Only Level3 allows open-ended statements, and we use a semicolon to denote
a non-gap break, i.e. the change between the 1st series and the 2nd in
enumeration.  According to the Standard, the 3rd ser. is not a change in
format (from the 2nd) and is not noted.

We use Level 4 at our library, and a similar set of holdings would be
entered as:
     v.1:no.1(1946:Jan.)-v.20:no.6(1966:Dec.);2nd ser.:v.1:no.1(1967:
     Jan.)-4th ser.:v.20:no.6(1995:Dec.)
that is, assuming that there are no gaps in our holdings.
