Please excuse cross-posting duplication.

Our purchasing agents are contemplating requiring a bidding process for
our serials list.  Would those who have done this, or are currently
doing so, please relate the pros (are there any?) and cons of this
process?  Are there any outstanding articles that anyone can recommend?
