Current Periodicals Browsing Area - suggestions for planning?

We are in the process of exploring the idea of setting
up a current periodicals browsing area. To this point
we have a closed current periodical stacks. We would
like to have any comments that people feel would help
us in planning this project. How do you staff the area?
Full time, part time, students? Do you have copy machines
in the area, if so, how many? Are the journal issues bar
coded, have security strips in them...or general security
comments would be helpful. What kind of furniture is
suggested for this area?
We are a private university library with about 5300
students. We susbscribe to about 3000 journals.
