Our library has the following pattern on Dynix for Opera News, which
seems to work fairly well.

FREQUENCY: Monthly
CALENDAR CHANGE: Jan
ENUMERATION: v.         no.18           r
CHRONOLOGY:     (year)          (month)
IRREGULARITY:   P       month
Jan 01  Jan15   Feb 01  Feb15   Mar 01  Mar 15  and so on.  Listing every
month that has two issues with a numeral.  The numeral can be altered
when the issue arrives to the correct date, however when altering you
must remember to "say NO" to the question of "Do you wish to change the
prediction for future issues."
