The best way to cancel journals and still have the faculty on your side
is to:
a) do a use survey (I recommend using a hand held barcode reader and
computer and surveying use for a sample period at the busiest time of the
year)
b) announce that you are cancelling low-use titles but substituting a
document delivery service. Libraries that have done this (including
ours) have found that not a penny of the money set aside for this service
has been spent -- proving that they were really low-use titles! But you
salvage faculty pride -- as some will fight to preserve "their" journals
even if they are never used.
