Our university has a student population of about 1200, and a library
collection of approximately 57,000 volumes.

currently about 90%

We take requests during the year, but we usually can only order new
subscriptions at the beginning of the fiscal year when we make our decisions
on which subscriptions to keep and which to cut; once the budget for the
year is set, we don't have any room to play around with it.

We don't really have bibliographers so this doesn't apply to us.
