Subject: NewsBank Reference Service Plus

Dear Serialists.
        We have recently received our newest title change from NewsBank
(What a surprise :>).  There are now two sets, the current files and the
back files.  The current files have restarted their numbering, the
backfiles seem to be continuing the old numbering. The current disk is
numbered 7C, the backfile disk, 67B. There is no difference in the titles.
There is a record for the service on OCLC, #29557368, which looks quite
reasonable to me, except that it is only numbered for the backfiles.  My
reading of the rules for creating separate records for serials, 12.3G
indicates that a new record has to be made for the current files.  My
questions are, first, am I correct in this reading?  And, is (current
file) or (backfile) a proper qualifier.  My third question is, of course,
why did NewsBank do this?
