Subject: Inquiry regarding acceptance of serial gifts

I am in the process of writing the section of our collection development
policy regarding the acceptance of serial gifts. I would appreciate any
input any of you can give me regarding the legalities of accepting
gifts that are personal subscriptions. It is my understanding that it
is now illegal for an institution to accept serial runs that is or wasd
a personal subscription.

In addition, please comment on accepting backfiles of serial runs, especially
with regard to the acceptance of a backfile when there is no current subscription.
