        A late thought on recording receipt of newspapers -- if you ever get
audited by an internal auditor and cannot show that you have received
something for which you have made payments, there can be some interesting
repercussions.  Auditors are not a group of folks which one should be afraid
of; however, they can make your life unpleasant.
        It is better to have good, solid procedures for being able to prove
that you are responsibly handling funds which you are spending -- in this case,
proving that you are receiving what you are paying for -- than to have
someone else enforce an unwanted, or even undesirable procedure on you.
