We have just received the first issue for 1995 of this journal.
Beginning with 1995, the publishers have "flipped" the parallel titles so
that the English one is now first.  In my foggy memory I seem to recall
an LC or CONSER guideline that said not to treat reversed-order parallel
titles as title changes (though now I cannot find it written down anywhere).
Can some other savvy cataloger clarify for me?

Along with a reversed title on the 1st 1995 issue, the publisher has also
THOUGHTFULLY supplied a new ISSN and CODEN.  Is this correct practice, or
have they jumped the gun?
