At the present time, the University of Central Arkansas has one pot
of money from which to buy journals while monographs are bought from
funds allocated to each academic department.  We are considering
revising our procedure to allow each academic department to buy both
monographs and journals out of their allocation of funds.  I would be
interested to hear from any of you that already do this and have
words of wisdom to impart!  What kind of formula do you use?  Do you
like doing it this way?   What seem to be the biggest pluses and also
the biggest minuses?  Please respond directly to me.  Thanks for your
