Replacing Microform Reader/Printers

Are there any serialists responsible for public service who have had
recent success lobbying their "powers that be" for new equipment? What
did you do to make your point? Has anyone come up with a "formula" based
on the size of your client base or percentage of microform in your
collection, to show how many reader/printers are needed? Does anyone have
a plan in place for the regular replacement of antique equipment?
Please respond to me directly, and I will summarize for the list if there
