The Conser Editing Guide text for the 246 field (p. 2) states:  "[1st
indicator] Values '2' and '3' are defined by OCLC but are not part of the
USMARC communications format and are not to be used by CONSER Participants."
However, the March 1994 version of the MARC Bibliographic Format includes
values 2 and 3, with no guidelines restricting use.  Does anyone know
if CONSER will be changing its policy so that it will be in conformance
with the MARC format?
