The information I had been given is that publishers/fulfillment
centers/vendors all hire temporary staff to process the large rush of orders
received in the fall. Consequently, many of the orders are treated as
"new" when they should be "renewal". The "new" orders start immediately
on receipt of the order and/or payment. The "new" orders then expire
before the end of the year or volume. This is more common with
"popular" titles that rely heavily on individual subscribers rather than
on library subscriptions, and work through fulfillment centers for their
orders. A clue to identifying duplicates resulting from this is to check
the mailing labels- they will not be exactly the same.
