  I don't know this for certain, as I am not looking at the title in
question, but it sounds like the publisher just did not put the new ISSN on
the new title and was not aware that new titles require new ISSNs.  This is
a common mistake of publishers.  If the OCLC or RLIN record has the old
ISSN in the $z of the 022 then you know that it IS mistake by the
publisher.
