Nacla - information request

I'm in the awkward situation of being the librarian responsible for
periodicals on my campus only in a 6 campus district. I also don't have
access to OCLC on my campus and need help understanding all the variant
titles someone in our district has found for the publication Nacla report
on the Americas.
Several people on our campus have examined every issue we have and find
the title is the same on every issue: Nacla report on the Americas.
There are 4 different ISSN numbers over the years--none of which match
the title changes our central computer indicates (found on OCLC I'm
guessing.)
Could someone please explain the variant titles to me? As a public services
person, I find this confusing and frustrating.

By the way, our holdings cover July 86 to the present.
